Navi Mumbai Airport Fares Remain Competitive as Regulator Revises User Charges; Lower Airfares Offset Higher Taxes

Navi Mumbai International Airport sees revised user development fee after AERA order effective June 1, with domestic charges cut to Rs 620. Despite higher taxes, lower airline base fares from IndiGo and Air India make tickets competitive with Mumbai airport, as combined tariff discussions aim to streamline future pricing and passenger distribution.

The cost of flying from the Navi Mumbai International Airport is unlikely to exceed fares from Mumbai’s primary Chhatrapati Shivaji Maharaj International Airport, even though the new facility carries a higher User Development Fee. In a key regulatory development, the Airports Economic Regulatory Authority of India (AERA) on May 20 finalised its tariff order for the airport, reducing the User Development Fee, with the revised structure set to come into effect from June 1.

The decision is expected to bring further relief to passengers, as stakeholders indicate that ticket prices from Navi Mumbai could decline further once the revised charges are implemented.

A comparative analysis of flight pricing demonstrates that despite higher airport taxes at Navi Mumbai, lower base fares offered by airlines are currently balancing or even reducing total ticket costs for passengers.

On May 26, an evening non-stop service operated by IndiGo on the Mumbai–Delhi route shows a base fare of Rs 6,291, excluding taxes of Rs 1,559 and a convenience fee of Rs 399. The corresponding flight from Navi Mumbai International Airport lists a lower base fare of Rs 5,231. Although taxes are higher at Rs 1,978, the convenience fee is lower at Rs 299, resulting in a lower overall ticket price compared to Mumbai.

Similarly, a morning non-stop flight operated by Air India on May 28 from Mumbai to Delhi carries a base fare of Rs 6,320, with taxes of Rs 1,580 and a convenience fee of Rs 399. A comparable departure from Navi Mumbai shows a lower base fare of Rs 5,719, higher taxes of Rs 2,075, and an unchanged convenience fee of Rs 399, yet still results in a lower final fare.

The revised tariff order significantly adjusts User Development Fee levels. Domestic departing passengers at Navi Mumbai will now pay Rs 620, compared to Rs 175 at Mumbai. International departing passengers will be charged Rs 1,225 at Navi Mumbai, compared to Rs 1,060 at Mumbai. Under the earlier structure, Navi Mumbai’s domestic User Development Fee stood at Rs 840, while international departures were taxed at Rs 1,500.

According to the regulator, the revised framework is expected to reduce overall ticket prices from the new airport. Industry executives also suggest that airlines may strategically price tickets lower from Navi Mumbai in the initial phase of operations to stimulate demand and improve aircraft utilisation as the airport scales up.

The Navi Mumbai International Airport, inaugurated on December 25, is widely viewed as an extension of Mumbai’s aviation capacity and is operated under the control of Adani Airports Holdings Ltd. The facility is partly owned by the City and Industrial Development Corporation.

The Airports Economic Regulatory Authority of India is also reportedly working on a combined tariff framework for Mumbai and Navi Mumbai airports under the airport grouping policy introduced through amendments to the AERA Act. In a prior interview in December, Jeet Adani, Director of Airports at Adani Airports Holdings Ltd, stated that both CIDCO and the regulator had agreed in principle to a combined tariff methodology, which is currently under development.

A combined tariff structure is expected to facilitate smoother passenger redistribution between the two airports while preventing excessive cost escalation due to separate charging systems.

Adani Airports Holdings Ltd has invested approximately Rs 16,700 crore in the Navi Mumbai International Airport, which is projected to handle 12 million passengers in FY27 in its initial phase and scale up in stages to a total capacity of 90 million passengers.

The evolving tariff structure and pricing dynamics underscore a critical phase in the integration of Navi Mumbai into the Mumbai metropolitan aviation network, with regulatory adjustments and airline pricing strategies jointly shaping early passenger demand patterns.
